Patriot Fires: Forging a New American Nationalism in the Civil War North by Melinda Lawson,
The Civil War is often credited with giving birth to the modern American state. The demands of warfare led to the centralization of business pueblo government agency federal credit union and industry pueblo government agency federal credit union and to an unprecedented expansion of federal power. But the Civil War did more than that: as Melinda Lawson shows, it brought about a change in American national identity, redefining the relationship between the individual pueblo government agency federal credit union and the government. Though much has been written about the Civil War pueblo government agency federal credit union and the making of the political pueblo government agency federal credit union and economic American nation, this is the first comprehensive study of the role that the war played in the shaping of the cultural pueblo government agency federal credit union and ideological nation-state. In Patriot Fires, Lawson explains how, when threatened by the rebellious South, the North came together as a nation pueblo government agency federal credit union and mobilized its populace for war. With no formal government office to rally citizens, the job of defining the war in patriotic terms fell largely to private individuals or associations, each with their own motives pueblo government agency federal credit union and methods. Lawson explores how these "interpreters" of the war helped instill in Americans a new understanding of loyalty to country. Through efforts such as sanitary fairs to promote the welfare of soldiers, the war bond drives of Jay Cooke, pueblo government agency federal credit union and the establishment of Union Leagues, Northerners cultivated a new sense of patriotism rooted not just in the subjective American idea, but in existing religious, political, pueblo government agency federal credit union and cultural values. Moreover, Democrats pueblo government agency federal credit union and Republicans, Abolitionists, pueblo government agency federal credit union and Abraham Lincoln created their own understandings of American patriotism pueblo government agency federal credit union and national identity, raising debates over the meaning of the American "idea" to new heights. Examining speeches, pamphlets, pageants, sermons, pueblo government agency federal credit union and assemblies, Lawsonshows how citizens pueblo government agency federal credit union and organizations constructed a new kind of nationalism based on a nation of Americans rather than a union of states -- a European-styled nationalism grounded in history pueblo government agency federal credit union and tradition pueblo government agency federal credit union and celebrating the preeminence of the nation-state.

Medicaid and the Costs of Federalism, 1984-1992 by Jean Gilman,

Medicaid and the Costs of Federalism, 1984-1992 by Jean Gilman,
While assistance programs for the poor have never been as popular as those for the elderly, one such program, Medicaid, became a favorite target for expansion by state pueblo government agency federal credit union and national policymakers during the fiscally conservative 1980s pueblo government agency federal credit union and early 1990s. As a result, Medicaid's expenditures began to grow at rates double that of Medicare which serves the elderly. The author explores the complex political pueblo government agency federal credit union and institutional factors, as well as the contribution of one exceptionally motivated individual, Henry Waxman, in promoting this unusual situation. Why was Medicaid singled out as virtually the only health care program expanded by Congress during these years? The answer is in the nature of the policy itself -- Medicaid's shared financing mechanism -- in which program costs are paid for jointly by the federal pueblo government agency federal credit union and state governments. Such an arrangement diffuses responsibility, increasing opportunities for shifting costs, blame, and/or credit between levels of government. This study presents numerous examples in which the federal government pueblo government agency federal credit union and states expanded the Medicaid program to serve their own interests, while shifting part or all of the cost to the other level of government. The end result was a dramatic increase in Medicaid expenditures, while those of Medicare program, funded by a single level of government, leveled off.
